This particular measure (which, I should add, isn't one I'm particularly fond of) of democracy ranges in value from -10 - 10, 10 being the most democratic. What may surprise many is that Iran had reached its highest point of democratization under the current theocratic regime. However, that "high point" was a 3, which, when converted in the form of a letter grade, is a mediocre D (65%). A sad history, indeed.
